Charter and By-Laws

I. Name and Purpose

A. USS Accord is a science fiction fan organization.

B. Throughout this document, the group will be referred to as simply "Accord" or "the Ship".

 

II. Affiliation

  1. Accord is a chapter of STARFLEET: The International Star Trek Fan Association.
  2. Throughout this document STARFLEET: The International Star Trek Fan Association will be referred to as simply "STARFLEET".
  3. Members of Accord are not required to belong to STARFLEET; they are encouraged to belong to STARFLEET and/or any fan organization that suits them.

 

III. General Meetings

A. A general meeting of the members of Accord is held once a month, typically on the second Saturday of each month.

B. General meetings are open to all comers, regardless of membership status.

 

IV. Command Staff

A. Definition

Accord is governed by a Command Staff, which acts as an executive committee.

B. Structure of the Command Staff

1. The voting members of Command Staff are the Commanding Officer, the Executive Officer and the Division Chiefs.

2. The non-voting members of Command Staff are the Department Heads.

C. Procedures

1. Meetings of the Command Staff are closed to the public and to the general membership, except in specific cases at the discretion of the Commanding Officer.

2. The Command Staff meets at the discretion of its individual members. A Command Staff meeting can be proposed by any member of the Command Staff to either the Captain or the Executive Officer who will then consult with the Command Staff to schedule an agreeable time and place for a Command Staff meeting.

3. The Command Staff reviews the budget annually, typically at the second Command Staff meeting of each calendar year.

 

V. Officers

A. Commanding Officer (CO)

    1. The CO is the president of the organization and serves as chair at meetings.
      1. The CO must be a member of the Ship in good standing and at least 18 years of age.
      2. The CO must meet the requirements set by STARFLEET for a CO.

    2. The position of CO of a starship carries with it the minimum rank of (navy) Captain. A member assuming the role of permanent CO is awarded the rank of (navy) Captain at the approval of Starfleet unless s/he holds a higher rank.
    3. If a CO steps down after less than one year in the position, s/he returns to the rank s/he held before.
    4. If a CO steps down after one year or more in the position, s/he is designated a CO Emeritus.
    5. The CO shall act as presiding officer at General Meetings.
    6. The CO is responsible for performing the duties placed upon him/her by STARFLEET. These may include but are not limited to preparing monthly reports on Ship activities to STARFLEET and/or Region Command and reporting the chapter's finances to STARFLEET.
    7. The CO acts as the final arbiter of any disputes between members. Although the CO may choose to turn disputed issues over to the Command Staff, s/he may also reserve the right to resolve issues him/herself.

B. Executive Officer (XO)

    1. The XO is the vice president of the organization and serves as chair in the CO's absence.
      1. The XO must be a member of the Ship in good standing and at least 18 years of age.
      2. The XO must meet the requirements of STARFLEET for XO.

    2. The position of starship XO carries the minimum rank of (navy) Commander or (marine) Lieutenant Colonel within Accord.
    3. A member assuming the role of permanent Executive Officer automatically assumes the rank of Commander within Accord unless s/he already holds a higher rank.
    4. If an XO steps down after less than one year in the position, s/he returns to the rank s/he held before.
    5. If an XO steps down after one year or more in the position, s/he retains the rank of Commander within Accord.
    6. The XO is responsible to the CO and to the crew for the smooth operation of the chapter, and for assisting the CO in carrying out his duties as outlined by this document.
    7. In the event the CO is unable to perform his/her duties for any length of time, the XO shall assume the role of Acting CO, until such time as the CO is again able to resume his/her duties, or is replaced.
    8. The XO is responsible for administering and coordinating the activities of the divisions.
    9. In the event that a division chief is unable to perform his/her duties for any length of time, the XO is responsible for making sure those duties are carried out. At the least, the XO shall carry out those duties him/her self until a replacement is found or the current chief returns to duty.
    10. The XO acts as a line of appeal in settling disputes between members within a given division in situations regarding divisional activity. His/her decisions can be appealed in turn only to the CO.
    11. The XO acts as an arbiter of disputes between members in situations regarding ship-wide activity. His/her decisions can be appealed to the CO.

C. Division Chiefs

The Division Chiefs are the officers of the organization.

1. The position of Division Chief carries with it a minimum grade of (navy) Lieutenant Commander or (marine) Major.

2. A member assuming the role of a permanent Division Chief automatically assumes the rank of Lieutenant Commander.

3. If a Division Chief steps down after less than one year in the position, s/he returns to the rank his/her actual point totals indicate.

4. If a Division Chief steps down after one year or more in the position, s/he retains the rank of Lieutenant Commander.

5. Division Chiefs must be members in good standing of the Ship.

6. Division Chiefs report to the Executive Officer.

7. Division Chiefs are nominated by the CO and ratified by a two-thirds majority vote of the Command Staff.

8. Division Chiefs are responsible for the coordination of activities in their respective Divisions and Departments.

9. Additional duties of each Division Chief are described under Section VI. Divisions.

D. Department Heads

The Department Heads are non-voting officers of the organization.

1. The position of Department Head carries with it a minimum grade of (navy) Lieutenant or Marine Captain.

2. Department Heads report to the chief of the division to which their department belongs.

3. If a Department Head steps down after less than one year in the position, s/he returns to the rank his/her actual point totals indicate.

4. If a Department Head steps down after one year or more in the position, s/he retains the rank of (navy) Lieutenant or Marine Captain.

5. Department Heads must be members in good standing of the Ship.

6. Department Heads are nominated by the Chief of the Division under which the Department serves and approved by a two-thirds majority of Command Staff.

7. Department Heads are responsible for the coordination of activities in their respective Departments.

8. Additional duties of each Department Head are described under œDivisions?.

 

VI. Divisions

A. To better operate the organization, and to extend the metaphor of the starship, the organization is divided along the lines of the specialties seen in Star Trek. Members may choose to belong to any of these divisions, or to none.

B. Division Chiefs may choose to define new departments, or dissolve old ones. Since this implies a modification of this charter, such actions must be approved by a two-thirds majority of Command Staff.

C. An Accord crewmember may join a Division simply by stating his/her preference for it. To join a Division the crewmember informs the pertinent Division Chief of his/her choice. The Division Chief informs the XO who informs the CO and Chief Science Officer for record purposes.

D. An Accord crewmember may elect to transfer from one Division to another. To do this s/he must receive permission for the transfer from both the outgoing Division Chief and the incoming Division Chief. Once these permissions are secured the XO must approve the transfer. If the transfer is approved at this level the XO will inform the CO and the Chief Science Officer for record purposes.

E. Operations

1. The Operations Division is responsible for coordinating crew activities. This responsibility includes arranging travel, room, and food on trips, and coordinating the provision of refreshments at meetings and other gatherings of the crew.

2. There are two departments under Operations: Security and the Marine Strike Group. These departments are responsible for organizing security contingents at activities. The Head Security Officer is also the chapter Sergeant-at-Arms.

F. Communications

1. The Communications Division is responsible for the Ship's primary newsletter, which is produced quarterly, and meeting announcement postcards, which are produced monthly.

2. The division acts, collectively, as corresponding secretary, communicating with other STARFLEET chapters and keeping the membership appraised of the activities of our fellow Star Trek organizations.

3. The Chief Communications Officer also acts as Editor-in-Chief and Publisher for the chapter newsletter.

G. Engineering

The Engineering Division is responsible for the development and production of technical material regarding the Star Trek universe in general and our fictional vessel in particular.

H. Sciences

1. The Sciences Division is responsible for maintaining the crew databases, including the master copy of the roster and points databases.

2. The division acts, collectively, to maintain Ship?s records and archives.

3. There are two departments under Sciences: Medical and Recreation.

a. The Medical Department is responsible for keeping the organization?s medical records.

b. The Recreation Department is responsible for arranging activities during General Meetings.

 

VII. Ranks

A. Structure

    1. As an organization patterned on aspects of Star Trek, Accord has a rank structure based upon naval and marine tradition. These ranks represent levels of service to the Ship, and advancement is determined by a point system described in section VIII of this charter. These ranks are fictitious, and should be used only in the context of recognition of service within the organization.
    2. If a member is granted a promotion pursuant to being appointed to a position aboard ship, and continues to hold that field rank for one year or more, the promotion becomes permanent. The member?s point level is adjusted to the minimum for that grade, if they are not already higher; otherwise, the member reverts to the rank appropriate to their current point level.
    3. Accord?s Command Staff may promote members up to the rank of Commander. Ranks above that level may be awarded only by STARFLEET.

    1. There are three classes of membership: Associate, Active Navy and Active Marine.

    1. Associate

An Associate Member is a paid member of the Ship who has chosen to waive active duty status with this group. Examples include active members of other chapters of Starfleet or anyone far enough away from Ithaca that participating in events would be impossible.

2. Active Naval

a. An Active Naval Member is a person who has paid membership dues and has chosen to serve in the naval side of Accord.

b. Petty Officer

The rank of Petty Officer is the initial grade granted a Naval Member.

c. Chief Petty Officer

The rank of Chief Petty Officer is granted upon the attainment of 40 points.

d. Master Chief Petty Officer

The rank of Master Chief Petty Officer is granted upon the attainment of 80 points.

e. Ensign

The rank of Ensign is granted upon the attainment of 120 points.

f. Ensign First Class

The rank of Ensign First Class is granted upon the attainment of 200 points.

g. Lieutenant Junior Grade

The rank of Lieutenant Junior Grade is granted upon the attainment of 400 points.

h. Lieutenant

The rank of Lieutenant is granted upon the attainment of 800 points, pending review by the Command Staff.

i. Lieutenant Commander

The rank of Lieutenant Commander is granted upon the attainment of 1600 points, pending review by the Command Staff.

j. Commander

The rank of Commander is granted upon the attainment of 3200 points, pending review by the Command Staff.

3. Active Marine

a. An Active Marine Member is a person who has paid membership dues and has chosen to serve in the Marine Strike Group.

b. Private

The rank of Private is the initial grade granted an Active Marine member.

c. Corporal

The rank of Corporal is granted upon the attainment of 40 points.

d. Master Sergeant

The rank of Master Sergeant is granted upon the attainment of 80 points.

e. Sergeant Major

The rank of Sergeant Major is granted upon the attainment of 120 points.

f. Second Lieutenant

The rank of Second Lieutenant is granted upon the attainment of 200 points.

g. First Lieutenant

The rank of First Lieutenant is granted upon the attainment of 400 points.

h. Marine Captain

The rank of Captain is granted upon the attainment of 800 points, pending review by the Command Staff.

i. Major

The rank of Major is granted upon the attainment of 1600 points, pending review by the Command Staff.

j. Lieutenant Colonel

The rank of Lieutenant Colonel is granted upon the attainment of 3200 points, pending review by the Command Staff.

k. Ranks of Colonel and above are not assigned at this time.

C. Ranks from STARFLEET or other Star Trek fan organizations carry over to this organization at the discretion of the Commanding Officer.

D. Initial point totals for transferring members are assigned at the discretion of the Commanding Officer.

 

E. Promotions

1. Ordinarily, crewmembers are promoted in rank when they have accrued a specific number of points, as defined above in Section VII. Ranks. The activities recognized for promotion points, and their values, are described below in Section VIII Points.

2. A member appointed to a position requiring a higher rank than he or she currently holds is granted an automatic field promotion to that rank. Such a field promotion becomes permanent after one year of successful service in such a post.

3. The Commanding Officer may grant brevet or field promotions to any member at his or her discretion, pending approval by a majority of the Command Staff.

F. Demotions

1. A member holding an earned rank may be demoted only by unanimous vote of the Command Staff.

2. A motion to demote a member may only be brought if said member has been proven to have violated this charter, or to have violated local, state, or federal laws while acting on behalf of this organization.

3. A member holding a field rank because he or she was appointed to a position with a minimum rank higher than he or she previously held reverts to whatever rank he or she has earned based on points accrued if he or she leaves or is removed from the position before one year of service.

4. A member holding any other field rank granted by the Commanding Officer reverts to whatever rank he or she has earned based on points accrued if the Commanding Officer withdraws the field promotion.

5. A demoted crewmember?s point total will revert to the midpoint of the range of the rank they have been demoted to.

 

VIII. Points

A. Multipliers

    1. An event taking place for public service is worth 2 times the point values stated by sections VIII. B, C, and E.
    2. A STARFLEET event or activity, defined as an event or activity at the Regional or Fleetwide level, is worth 2 times the point values stated by sections VIII B, C, and E. This multiplier applies only to STARFLEET members in good standing.
    3. Work on a STARFLEET publication is worth 2 times the point values stated by section VIII G. This multiplier applies only to STARFLEET members in good standing.

B. Meetings

1. Attending a meeting is worth 10 points.

2. Organizing/Hosting a meeting is worth 10 points.

3. Moderating/Chairing a meeting is worth 10 points.

    1. Points pertaining to meetings are additive.
    2. Although the Command Staff is considered an executive committee, Command Staff Meetings do not count toward points in this section

C. Special Projects/Activities/Committees

1. Coordinating an activity, project or committee is worth 15 points.

2. Actively participating in an activity, project or committee is worth 10 points.

3. Attending an activity, project or committee is worth 10 points.

4. Points pertaining to activities, projects and committees are additive

D. Other Activities

    1. Holding an officer position (CO, XO, Division Chief, Department Head) is worth 10 points per year.
    2. One year's time in service in Accord is worth 10 points.
    3. Joining STARFLEET for the first time as an Accord member is worth 120 points. An existing STARFLEET member joining Accord is immediately awarded 120 points.
    4. One year?s time in service in STARFLEET is worth 10 points.

5. No modifiers apply to this section.

E. Operational activities

1. Providing transportation is worth 2 points per person transported per event, excluding self.

2. Providing lodging is worth 5 points per person lodged per event, excluding self.

3. Providing refreshments/meals is worth 4 points per event.

F. Record Keeping

1. Keeping members? service records is worth 3 points per month.

2. Keeping financial records is worth 1 point per month.

3. Keeping photographic records is worth 1/2 (one-half) point per month.

4. Keeping other records is worth 1 point per month.

G. Publications

    1. Having nonfiction published is worth 15 points per article, but no more than 3 articles per issue.
    2. Having fiction published is worth 15 points for short fiction and 30 points for long fiction pieces.
    3. Proofreading/Copy Editing is worth 3 points per issue.
    4. Typesetting/Layout is worth 3 points per issue.
    5. Distribution/Production is worth 5 points per issue.
    6. Serving as Editor in Chief is worth 3 points per issue.
    7. Points pertaining to publications are additive, except that the Editor in Chief of a publication may not be granted points for publishing his/her own work. Also, publishing credit can only be given once for a given article.

H. Misc.

    1. Responding to a mailing is worth 5 points per mailing being responded to, regardless of the number of times an individual responds.
    2. Recruiting one member into the Ship is worth 10 points.
    3. Recruiting one member into STARFLEET is worth 10 points.

4. No modifiers apply to this section.

 

IX. Appointment, Recall and Election Procedures

    1. The Commanding Officer has the authority to nominate members to or remove members from any position on the Command Staff. However, removal of a Command Staff member must be ratified by two-thirds of Command Staff.
    2. Division Chiefs have the authority to nominate members to or remove members from any Department Head position under their division. However, removal or nomination must be ratified by two-thirds of Command Staff.
    3. Division Chiefs may delegate authority and appoint members to or remove members from tasks not requiring Division Chief or Department Head authority without ratification by Command Staff.
    4. If a member or members feel that a Command Staff member should be removed, the member or members should first bring the matter up with the Command Staff member in question, and then with other Command Staff members. If all other recourses have failed, that member or members can bring a motion of no confidence in that officer before the General Meeting. If a majority of the paid Accord members present vote in favor of this motion, the remainder of the Command Staff will investigate the issue at a meeting to be scheduled within the following week. A 75% vote of Command Staff is required to remove the officer.

 

X. Changing the Charter and By-Laws

The Command Staff may add to or amend the charter and by-laws at any Command Staff meeting.
